West Virginia’s House Government Organization Committee favorably reported a HB 2325 Committee Substitute on Monday.  The bill currently states that the State Board of Barbers and Cosmetologists “may not restrict or regulate the use, application, or administration, by unlicensed persons whether for compensation or not, of hair, nail, skin and other beauty products that are generally available through retail sale at groceries, drug stores and other stores offering a broad variety of consumer products.”  The measure would also eliminate continuing education requirements for professions regulated by the Board. 

HB 2098 would eliminate shampoo assistant permits and authorize the establishment of cosmetology apprenticeships. 

Florida

HB 855/SB 1176 – These identical bills would authorize a barber to shampoo, cut, or arrange hair in a location other than a registered barbershop without specified arrangements.

Tennessee
SB 1103 requires the state’s Board of Cosmetology and Barber Examiners to promulgate rules on the licensure and scope of practice of estheticians.
