Update to COVID-19 Personal Services Guidance 

The Office of the Governor, in partnership with the Oregon Health Authority (OHA), published an updated Personal Service Providers guidance on April 27, 2021, as it pertains to the COVID-19 pandemic. Please make yourself familiar with the updated guidance and resources available. For additional information, refer to the Oregon Coronavirus Guidance page for guidance based on county risk level, statewide guidance, FAQ’s, and metric-based guidance by risk level.

Personal service providers may be subject to other more restrictive laws and rules, including Oregon Occupational Safety and Health Division (OR-OSHA) requirements.

Online Renewal Convenience Fee

Beginning March 31, 2021, at 5 p.m. all authorization holders (license, certification, and registration holders) overseen by the HLO, will incur a convenience fee to use the online portal to renew authorization(s). This fee is charged by the organization (vendor) that provides the online renewal service and the HLO will not receive this money. 

To avoid the online renewal fee, authorization holders can renew by way of postal mail using the courtesy renewal reminder notice (mailed to you approximately 45 days in advance of authorization expiration), or by completing the “Authorization Holder Information Update” form. If mailing in your renewal using either of these two options, please be sure to include a copy of the front and back of your photo ID and your renewal payment. Please allow enough mailing time for the renewal form to reach our office and be processed before your authorization expires.

Overview of 2021 Legislation that may impact the profession of cosmetology:

HB 2970 Defines “devices” for purposes of estheticians certified under the Board of Cosmetology.  Clarifies the scope of practice for estheticians by outlining what mechanical and electrical appliances including galvanic current, high-frequency, microcurrents, light-emitting diode therapy and microdermabrasion that do not penetrate beyond the epidermis except through natural physiological effects can be used. Adds specific procedures to esthetics scope of practice including eyebrow sand eyelash services and varying temporary hair removal. Clarifies the scope of practice for advanced estheticians by outlining specific devices that can be use intense pulse light devices and removes language regarding registration of devices by the United States Food and Drug Administration.

The bill passed the House of Representatives with 56 Ayes.  A public hearing was held in the Senate Committee on Health Care on May 5.  Written testimony was submitted, and verbal testimony received. A work session has not been scheduled. 

HB 2970 was requested by the Oregon Estheticians for Fair Licensing. For more information regarding this legislation contact the OEFL at [email protected].

HB 2971 and SB 74 both related to cosmetology were not schedule for a Work Session prior to the Friday, March 19, 2021, deadline date.  When bills are not scheduled by the deadline the bill does not move forward in the legislative process or it “dies.”

In-person Group Paper Examinations for Oregon Graduates 

To get additional candidates into Health Licensing Office (HLO) for testing, HLO will now be offering group paper examinations as early as April 2021 to Oregon graduates.  If you would like to complete your examination on paper, you will need to follow the instructions listed below for submitting a paper examination application.  Once the completed application is received and processed, you will be sent an email confirming your examination date and time. Please note ALL incomplete applications will be returned without notification.

Before your examination is scheduled and confirmed an applicant must: 

  1. Complete a practitioner application.
  2. Provide photocopy of your TWO pieces of government issued identification of which one must be photographic. The following identification requirements must be met:
    1. Copies must be legible for example use full-sized paper, do not cut the out the images out,
    2. Copies must include the front AND back,
    3. Both pieces of identification must be current with applicant’s legal name, and
    4. Your name must appear the same on both pieces of identification as on your transcript,
  3. If on Parole or Probation, obtain a letter from the Parole or Probation Office that allows you to take the examination and obtain certification.
  4. Pay a total of $ 90 ~ Check/Money Order made payable to HLO or debit/credit card (Visa, Master Card or Discover,) do not send cash through the mail,
  5. Submit application, photocopies of government issued identification and payment.

Mailing Requirements

All application information listed under one through five above must be submitted to HLO by postal mail. Emailed or faxed applications will not be accepted. Incomplete applications will be returned without notification.

In-person Computer-based Testing

Fees

Please be aware that fees vary depending on which pathway an applicant is coming through whether (Oregon graduate or coming from another state or country.)

Canceled or Missed Examinations

If you are scheduled for any examination and you must reschedule or cancel your appointment, please contact the HLO within 72 hours. There are hundreds of individuals waiting to take the examination(s) so know that prior to changing, canceling, or missing your appointment entirely, you may not be rescheduled until after July 2021.

COVID-19 Requirements

To limit the exposure and spread of the COVID-19 virus and adhere to the Governor’s social distancing measures, the HLO will ensure that each candidate follows all requirements including six feet between each examination candidate and wearing face masks at all times while in the building.
